There is no difference between road and highway in English. They can be used interchangeably. Every highway is a road, and every road is a highway.
If you want to talk about the fast roads found in many countries there is no single word as each country gives them a different name. In the UK they are called motorways. In the US freeways. In Germany autobahns. Etc.
